Wiesbaden, 09.05.2012 - The state of Hessen’s office for ground management and geo information (HLBG) and Ubisense sign a cooperation for the location based e-Commerce platform INSPIRATION. Since 2006 HLBG and Ubisense cooperatively developed and operated the system that enables HLBG to market their Geospatial data over the Internet. The system, a central component of the Hessian geo data infrastructure, is already extensively used (approx. 250,000 orders per year) and supports almost all processes in an automated manner. “The digital workflow enables the supply and use of geo data and contributes substantially to cost reductions, while maintaining a high level and quality of services” says Uwe Mattler, project manager at HLBG.
The goal of the cooperation is to intensify the collaboration of HLBG and Ubisense and to commonly develop the system further to a modular standard product with the product name INSPIRATION. The system, which smoothly integrates into an existing e-Government infrastructure, can be used in different implementation scenarios (e.g. integrating the sales component with already existing geospatial databases) for the online sales of geospatial data. It complies with the latest national and international standards (INSPIRE). ”We are convinced that, by using this solution, other administrations and business companies will also enjoy substantial savings from improved processes, with high and fast availability at the same time. Users can receive specific geo data in almost any desired format at any day and nighttime within the shortest time” says Dr. Hansgerd Terlinden, president of HLBG.” The architecture is so flexible that the system can make data available from any number of different sources simply by configuration, e.g. thematic maps, environmental data etc.” says Dr. Jörg Poswig, of Ubisense AG.
“This co-operation is a great example of optimizing performance of processes in public administration – particularly when public budgets are more limited – and also for intensified ‘networking’ between public and private economy”, says Dr. Hansgerd Terlinden.
The Hessian administration for ground management and geo information (HVBG) is a modern and future-oriented administration of the country Hessen with about 1,600 persons employed. It is divided into the federal state office for ground management and geo information (HLBG) as central authority and seven offices for ground management (ÄfB) with five branch offices. HVBG governs the real estate property land register and so secures land property and ownership. HVBG promotes the enduring and environmental fair development of rural and urban habitats by re-allocation of rural land and urban real estate regulations. It provides the cadastral land register and basic data from ordnance survey for numerous specialized information systems.
HVBG coordinates the Hessian geo data infrastructure (GDI Hessen), which provides access to distributed geo data. By its offices of surveyor boards for real estate value HVBG creates transparency on the real estate markets by collecting and supplying current market data (real estate valuation).
